If I had say different levels. such as gold, silver, platinum, and say silver includes all of what gold has to offer plus more. and platinum has gold and silver plus more. If a user is subscribed as gold and want to upgrade to platinum they would currently have to unsubscribe from gold and re-subscribe to platinum. - and depending on the renewal cycle there could be discrepancy in fees paid.

It would be nice to upgrade from one to the other in one shot.

Or should I create my levels on the lines of a-la-carte they choose what they want when they want it?

I guess in the short term I would implement the later. But the other method may be something to think about in the future.

There are some IPN variables for modifying a subscription. I have not looked into implimenting them but it is a good idea that your suggesting. I'll keep this on the list for future updates.
